    Spent a lot of time and a considerable amount of money filing for the Tourist Visa for my fiancee to travel from the Phils to the USA. After flying from Cebu to Manila for the interview, she waited 3 hours and then had her interview. She's 40, has worked for the SAME Japanese company for 17 years, had over $5,000 in the bank, has family in the Philippines (including a daughter in college), but was DENIED the Visa in an interview that lasted about 3 minutes. Basically the Embassy decision was made BEFORE the interview, and just relayed to her by the Embassy representative. You have to PROVE, beyond a shadow of a doubt, that you will return to the philippines. All of the above was not enough "proof". Basically she was told you have to own a home and/or a viable business (not a rice cart on the streets) if you have any hope of getting a tourist visa. I am posting this so that if you are inclined to try for a Tourist Visa, have all your ducks in a row and make sure she/he has the resources. Obviously, the compliance will vary depending on the country; European countries are MUCH easier to acquire a tourist visa. The more "3rd World" the country, the harder it will be. Just a heads up.
